Why it matters

Under the CAP 2023–2027, direct payments depend on conditionality: Statutory Management Requirements (SMRs) and Good Agricultural and Environmental Condition (GAEC) standards. Farmers must maintain permanent grassland ratios, protect wetlands and peatlands, manage buffers, crop rotation, and biodiversity features — often with satellite monitoring (AMS) triggering alerts. A pre-check before inspections or payment claims reduces penalties and rework.

What to check in the field

A CAP conditionality pre-check commonly verifies:

  • GAEC 1: Permanent grassland ratio and conversion restrictions
  • GAEC 2: Wetland and peatland protection — no unauthorized drainage or burning
  • GAEC 3–5: Soil organic matter, buffers along watercourses, erosion controls
  • GAEC 6–7: Minimum soil cover and crop rotation on arable land
  • GAEC 8: Non-productive areas and landscape features (hedges, trees, fallow)
  • GAEC 9: Environmentally sensitive grassland in Natura 2000 where applicable
  • SMR compliance: animal welfare, plant health, and environmental directives

At least 3% of arable land must be devoted to biodiversity and non-productive features, with eco-schemes incentivizing up to 7%. 25% of direct payments fund eco-schemes for practices beyond conditionality.
